Taichung Prefecture Hall served as Taichung City Hall for decades and still houses the municipal Environmental Protection Bureau. It was designed by Moriyama Matsunosuke, the architect behind what's now the Presidential Office Building and the National Museum of Taiwan Literature.

During the Japanese rule, there were many buildings built in European styles as the trend towards Western culture was prevailing through Japan back at that time, and Taichung Prefecture Hall is a perfect example. It is designed in Baroque style with a mansard roof (also called the French roof) that has a double slope on all sides with the lower slope much steeper than the upper; the same architectural style is applied to the former building of Taiwan Tainan District Court.

After being taken over by Rose House Group in 2016, Taichung Shiyakusho adjacent to Taichung Prefecture Hall combines culture and delicacies and has now become a new favorite spot of Taichung locals. As the night falls, the Baroque-style scenery of the Taichung Prefectural Hall and the Taichung Shiyakusho delivers to visitors a vivid image of a regenerated Taichung City.
