Zhongzheng Park, located on the mountain at the east of Keelung Harbor, has been a popular place of recreation for Keelung citizens. Aside from the statue of Avalokiteśvara and the Buddhist temple at the top, there are Ghost Festival Museum, Totoro bus stop (at Shoushan Pavilion), the statue of Confucius and multiple courts along the way downhill. Totoro bus stop is an emerging scenic spot that has become popular since 2014. This bus stop has attracted many fans of Hayao Miyazaki, the renowned Japanese animation master, with animated drawing of Totoro although it is not in operation.

Ghost Festival Museum, formerly named as Zhuputan, has been the worship site of Keelung Ghost Festival for the past 160 years. Most tourists would gather at the hilltop where the statue of Avalokiteśvara is situated. Besides the believers that come to pray for blessings, there are many vendors of grilled sausage, toy car for rent, games like ring toss, pinball and sand painting, making the place like a small bustling night market.

On beautiful days, some amateur photographers would climb to the top of Zhongzheng Park to take pictures of Keelung Harbor and Keelung Islet that stands northeast off Keelung City. People can also take a clear view of Keelung City here. If you visit Zhongzheng Park by car, you can park at the parking lot on Xin 2nd Road and climb the steps to reach the hilltop, or drive to the top and park at the small parking lot there.
